Report a translation problem
The core complaint for many people is that it's not a small area; it's big enough to grab entire objective zones. In overtime, it's a free win because the enemy team can choose to lose by all stepping off the objective or stay on the objective to get grabbed by Jeff; even if he only grabbed 2 enemies, that leaves 4 to fight his 5 allies in the last fight that matters. This alone means it's overpowered; only Scarlet Witch and Psylocke have similar "move off or die" unblockable AOE ults that can force an overtime win, and Scarlet Witch can at least be killed or stunned out of hers. Halving the grab area would make the ult manageable, even if no other aspect was addressed.
The AOE is invisible until he commits, at which point it is visible for a quarter of a second before it becomes "live" and grabs anyone who isn't in an i-state or more than a double-jump off the ground.
He can announce it via activation and then freely hold it for a very long time, entirely unhittable during the waiting period.
It's one of the very few ways in which you can choose to kill an ally, since allies can't hold a key to avoid getting grabbed and can't press a key to escape early if they realize they have a troll just wanting to fill the feed with both teams. Any other decent game has a "Put me down" button; Deadlock allows you to simply tap the jump button to escape from any allied ability that might screw you over (aside from one character's terrain wall).
In Overwatch there always was this economy: stalemate until someone lands a good ult, and then doing damagecontrol to not get reversed by a hostile good ult. Now take Jeff: Jeff presses ult and he wins. Just outright he wins instantly. Does not matter if he swallows allies, as he can just release them. The moment he captures 3 or so enemies he instantly won that fight.
Jeff makes a munching sound when he presses Q you can hear it map wide.
He can't sneak up because you hear him press Q.
If you get stuck in the whirlpool before hearing anything than you missed that initial sound queue.
He can be killed after consuming people and while travelling around with them.
If you know he's headed edge map he's an even easier target because his pathway is predictable.
If you're not a mobile hero just head inland away from edge map he can't carry for very long and probably wont get the distance needed to throw you off.
YOU DO NOT NEED MORE THAN 1 PERSON ON THE OBJECTIVE.
If you know your enemy team has a Jeff DO NOT STAY GROUPED UP.
Do that then Jeff cannot eat everyone.
Making his ult visible as he gets in position during ult would make it bad, cause then he won't ever hit anyone and if he does, then it's because that person wasn't paying attention.
Look at Doomfist and even Bastion in Overwatch with their ults, they can hit a large area but you don't see the circle until it's been chosen and people are still able to escape.
The moment you hear Jeff ult, spread out or fly/dash upwards to avoid. Voila, you leave a unsatisfied Jeff vulnerable.
Oh yeah let's not forget that if he doesn't catch everyone, their opponents CAN legit kill Jeff before he throws anyone, just a matter on who knows how to look behind or even up which, well, gamers never do that.

the longer hes running around trying to get the perfect swallow the longer his team is down a healer
now if you did your job and space out, hes grabbed 1 person and now wasting even more time trying to spit him off a cliff leaving his team down a healer for a super considerable amount of time
my team couldnt grasp this one game, got 5 sucked up 2x
on the 2nd one i saw commin, i saved my ult and stayed a good distance away from my team ,waited for my team to get sucked up and ulted and insta killed jeff before he could move away
overall jeff is a annoying character, but in the end his heals and dmg output are still subpar with the top tier healers so let him have his fun ult
