Winter Soldier ult feels too wonky

It's very annoying. It shows the circle on the ground but then he randomly get caught on some sign hanging off a wall or something instead. Or sometimes you hit the ground but it's on an object that's very slightly elevated above the person so they don't take damage. I'm glad this game isn't like OW where every ult has like a 30 foot vertical hitbox, but this thing just has so many instances where it clearly looks like you hit someone or are lined up to hit them and you don't
