As the others mentioned, the dev team had to adhere to whatever style mandates Marvel put forth; this goes for the default look and any additional outfits (which are usually the same character but recolored or featuring one of their alternative costumes). Cosmetics in the future will likely be similar to other games, where the entire model is changed, not just the hairstyles; it is infinitely more work and more risk to make sure every outfit is compatible with a bunch of additional sub-cosmetics.
We are talking about additional skins that aren't based on whether or not they had appeared in the comics or not; they can literally have any kind of look whether it is an inspiration of their original outfit or an outfit that is completely new. It is up to our imagination.
Given the amount of success the game has already, any additional work that they put into their game should be worth it. Any passionate developer would make things happen, especially if it brings potential high profit; just look at success it brought for the game The First Descendant.
Marvel still has to sign off for it and the team has to want to implement it; all the evidence suggests they are not going to make a specific hair slot cosmetic, because it would be a lot of time, effort, bugs, and licensing work.
Well, if they want to make more money, they will have to spend money and put in the work; that is the requirement for every successful project. If everyone have the mentality of being dreaded with anything that costs a dime and needing to lift a finger, then we all would have nothing.
