Insane lagging in menu

Has anyone else experiences an extreme lag in the menus? I can't even get into the game because of all the input lag I'm getting in the main menu. Everything is set to low and I'm running the reccomended specs (not minimum). I've done a clean re-install of my grapgics drivers and tried tinkering with window settings to no avail. Any suggestions?
