FOUND A FIX FOR THE STUTTERS
Fix Step A :

Step A1 : Go to Windows settings
Step A2 : On the Search Bar search for Exploit Protection
Step A3 : Select Program Settings
Step A4 : Add new program and then Browse local files
Step A5 : Navigate to C:/Program Files/Steam/steamapps/common/MarvelRivals (or wherever your game is installed)
Step A6 : Select MarvelRivals_Launcher.exe
Step A7 : Find CFG , Override System settings and turn it off.

Fix Step B :

In the games settings turn your brightness all the way up. Apparently for some reason game tends to stutter on lower brightness according to a user on Reddit.

Fix Step C :

Disable frame generation if you have it enabled.

After doing these my game runs buttery smooth. 0 stutters since doing these steps and i hope it helps you too.

Users logic is that the game uses Alpha textures on low brightness (or anything below %100 i guess) which causes stutters. And for the search bar i honestly don't care and didn't know. I found the fix on reddit and wanted to help others out.

More visibility = More players being helped. I also think devs should just implement this fix as some sort of registry key edit or whatever on the next patch because it's honestly crazy how much difference it makes. Just add it as a band-aid fix until they find an actual fix.

Yea, no. Not a thing. That user has no idea wtf they are talking about.

That would mean the textures and shaders would have to reload just because you changed the brightness and you can see for yourself that that's not a thing by loading into the Practice Range and changing the brightness.
I can't help but wonder where they got such a stupid idea from.

I can't help but wonder where they got such a stupid idea from.
People say it works and i'm not complaining about a guy who posts a fix and also i wouldn't mind trying it out. So i kinda don't care at the end of it. The game just looks good and clearer on max brightness for me anyway so i'm not complaining.

ANOTHER POSSIBLE FIX
for others that worked for me. I too was having terrible stuttering every few seconds and tried pretty much everything listed by other people in discussions- to no avail. Then I thought about how it could be a LACK OF WIDESCREEN SUPPORT issue. Let me tell you, when I switched from 21:9 to 16:9, there was not a single issue with stuttering, even running on Ultra graphics. I figured this was worth sharing if this even helps one other person who didn't consider that. It immediately fixed my issue.
