Why does aim assist only seem to work on SOME heroes?

using a controller, I have 95% accuracy on Cloak and Dagger. Switch to a DPS and it doesn't seem to work at all.

Cloak and Dagger have auto lock-on. So they dont have aim assist but build in target lock.
Dagger hits any thats in her target indicator, while Cloak leach on targets.

Juiceblaster, Pretty much all the abilities on Cloak and Dagger are homing or AoEs. If you want to play a character that locks on, you will need to find another character whos abilities dont require you to aim properly.

It is normal to have 90%+ accuracy with CaD.

ok so i guess I am not understanding the concept of aim assist using a controller because I don't see it working on any other hero.
