I haven't actually looked at the graphics settings in depth since when I saw Lumen there I instantly knew it was the culprit of my performance issues, but if there are post processing settings as well, lower or disable those. I don't really notice model and texture quality changing much when I messed with those settings in other games, but each PC is different, so it's still worth checking.
TL;DR: just trial and error your graphics settings since it could be that your frame render time is too high
