Borderless windowed doesn't respect 16:9

- Borderless windowed does not allow you to change resolution or aspect ratio.
- This is an essential feature for those playing in ultrawide monitors who are trying to keep a 16:9 view in the center.
- Windowed mode allows you to do this, but causes other issues such as your mouse drifting to other screens
- Can switch to windowed, change settings, and go back to borderless, but it does not respect it
- Borderless is **only** running at 21:9 regardless of what the setting shows

I can confirm & reproduce, additionally, "borderless windowed" isn't actually borderless windowed, since it covers up entire screen (black bars on sides), instead, more "proper" borderless windowed mode should allow other apps to be visible on sides. I know it has it's own disadvantages and many people prefer the black bars, but The thing is it has it's own name - "borderless fullscreen", so I think it should be called that instead, to not be missleading. And having actual borderless windowed would be sweet for my use case.

EDIT: Since I just said why I dont like it, but know workaround and didnt share... To achieve seeing another app on sides while ingame, you can use apps that force "stay on top" flag on selected windows. I personally use TurboTop to achieve it.
