he doesn't feel good to play as, his abilities fit for the most part but need changes.
1. make his rage lower his cooldowns by a % he should be dangerous and substantially stronger when he has his rage built up but the damage buff he gets really ain't enough. he already has some hefty cooldowns with his leap and his roar damage reduction thing.

the cooldown reduction % would be something like 1-35% or even a 50% ramping up from 0%

2. A out of combat passive healing. pretty straightforward and understandable.

3. instead of the cdr give his abilities multiple (2) charges maybe not all of them but some to give him added mobilty to stick to targets.
