SOLUTION TO MARVEL RIVALS NOT LAUNCHING ON STEAM
After trying multiple things, the best thing that worked was making sure my drivers were up to date, then going into the files and finding the Marvel Rivals Launcher, then running it as admin, this for some reason actually let me open the game, and I am currently loading in.
