your drive has been obsolete years ago.
I have an NVME SSD and 2 HDD and less than 3% of my entire game library needs an SSD to avoid stutter, all of which are notoriously poorly optimized. (Such as Jedi Survivor) You see, some of us actually test things for ourselves instead of listening to randoms; I suggest trying it.
To everyone else: learn to use the search bar on the forums. Several topics have already said the primary cause of stutter is a Windows Security setting, and those of us that changed it stopped experiencing stutter.
Also make sure your settings aren't exceeding what your hardware can handle, like don't run it in 4k when you only have a GTX 1660 or an i3, don't try to use Lumen on anything below a 4060, etc.
Post Processing will be the heaviest hitter on performance here, after Global Illumination, so if you have an older card set those on Low.
this might be shaders being loaded, such stutters are a common issue in Unreal Engine games and since it is a common issue the engine is to blame
All I did was hit "Optimize Settings" and i'm getting a smooth 120 fps with no noticeable lag spikes.
