Was literally just in practice fiddling around with him and i noticed this, i'm not sure if it's a practice only thing or theres some reason behind it
i found this post because I have the exact same problem. Spent an inordinate amount of time reading and re-reading the instructions in game and online and youtube videos, thinking I didn't understand them. Absolutely, our games are bugged and won't let us perform this action.

I also had this issue. Found a Reddit comment which fixed my issue. Hopefully it's the same for you. Although I'm playing mostly on console.

There's a separate keybinding for "Get Over Here" vs "Get Over Here Targetting" in your settings. If you changed one, but not the other - such as only the basic one - you'll always get the same behaviour if you press the same key. You'll see a prompt for the different targetting key after hitting an enemy with a tracer, which you can press and pull yourself towards them.

Once I realised this, I decided to keep the two different, but ensure they are unique from the rest of the abilities still. It just means even if I hit with a tracer, I can still choose whether to pull towards me or me towards them - which may be useful? (Perhaps in not using up the tracer and keeping the extra damage). Maybe I'll change it so it's the same if I have any issues.

Yeah, if you try to Get Over There immediately after landing a Spider-Tracer, you'll get a Get Over Here. Although the last patch made this delay shorter.

Get Over There doesn't actually use up your Spider-Tracer. Any follow-up melee or uppercut gets the boosted damage. Get Over Here is useful as a pull into your team, a hook to ring them off-stage, and as a stun (especially to stun them out of some ults).
