When you reboot your PC you have to do the same thing idk why.. But it works for me !
Somethings to note, this game requires 32 GB of system RAM, not sure yet how much VRAM as well, maybe someone can test this.
Frame generation should NEVER be used in this kind of game and the fact that it's an option is embarrassing, this is a competitive multiplayer game.

but the fps problem is real, I can play Delta Force on 1440p ultra and I hit 180-220 fps but I can't reliably hit 144 fps in this game even on medium settings.

Are you saying frame gen has less input lag if your base fps is 120+? I have a 240hz monitor with a 4070ti and I get like 120 fps in fights. Hoping for a fix.
Also don't know about DLSS frame gen in this game, but FSR does not work in Marvel Rivals! It will show more fps but its not generating any frames! So all you get is input latency without even the "fake" frames. You can test it by locking fps to 30, seeing how choppy it looks, and then turning on FSR. It will look just as choppy despite showing 60 fps, but with added input latency. And you know how 60 fps looks. Restarting the game after turning it on does not change anything.
EDIT: If you want frame gen in Marvel Rivals, assuming DLSS frame gen doesn't work either, wait for update, or use something like Losseless Scaling. And a tip for frame gen, lock your framerate to your stable framerate. Even if you can reach higher framerates, it will feel better if its not varying.
