Most UE5 games just compile once and you're done until you change your config. This is just more sloppiness from the incompetent developers.
Shaders don't always compile to the same binaries, so it's necessary to compile them once per system at least. But a lot of games tend to just cache them afterwards. A lot of modern games partially compile a few at runtime, and admittedly I don't really know why.
