Now that you mention it, i remember also trying once human and it doing the same. I didn't try things as extensively as you have, but had the same outcome... Might be UE5 related for our systems specifically? I'm sure I've played other UE games but these two have the same problem.
Doesn't affect my friends, nothing seems to help, haven't seen much online about how to fix it. Might be niche enough that there hasn't been a solid solution yet? (hope not at least)
Validate files
Clear STEAM cache: Steam - settings - downloads - clear cache - sign back in.
Ensure windows is up to date
Ensure graphics drivers have been updated (new driver released just recently).
Reboot
Run Steam Admin
Run game and wait for shader compile
What version DirectX
My friend had this issue yesterday, I was able to fix it for others as well.

Geforce 3080
cpu i7
32 Gb ram
NVME 2TB
G-Sync 280hz Monitor
Optimized very well. There is not much to the game if you look into how/who made it:)
You and others may not agree... but you might wanna updates windows, gang.
Are you also running this on SDD/HDD/NvME?
Im guessing this applies if you have an intel i9 CPU series 13 or 14 because as you may know they are pretty faulty.
I had the shader issue on multiple games and the fix I found is you go to Control Panel -> Hardware and Sound -> Power Options (or just go to the search bar and type "Choose a power plan"). Then just switch from Balanced to Power saver and thats it.
I know it seems strange, seemed the same for me before, but after trying to play Black Myth Wukong and failing over and over again to get passed the shader part I tried everything I could find on the web. This was the only way to fix it for me and it works for every game I tried since that had the issue (Marvel Rivals, Stalker 2). You can also turn it back to balanced if you want after you get passed the shader part.
