It is a bit inelegant, but for Rivals I was able to just turn the controller horizontal/vertical sensitivity to 50 and change the aim sensitivity curve type to Dual-Zone S-Curve. (I think I also maxed out the Minimum/Max input deadzones.)
It was enough to fix the Tartarus causing aim drift.
Chances are, you can probably dig up the config file and toggle a bit to disable controller support to fix the issue also.
Anyways, hope that works for you also.
i fixed it today if you go to ur device settings in windows and disable any controllers connected mine was at the very bottom listed as "HID compliant controller" it should fix the issue I;m using a razer huntsman v3

This didn't fix the issue for me at first, but I went into the 'Controller Configurator' in the Marvel Rivals steam controller settings -> 'Edit Layout' -> 'Joysticks' -> change left and right joystick behavior to 'Joystick Mouse' from the selection menu. Hope this helps. Fixed the crosshair drift for me. I'm also MKB player btw.
if you have a controller plugged in, try unplugging it while you're playing this game, this worked for me. In my case the drift was happening because the game has pretty small dead zones for the thumb sticks and if the stick are not perfectly centered it will pick up that input
