The only way he will get into the game, if they make him a "Moderately sized wheel".
Other than his size, i see no reason for not adding him as a tank. He could be played a bit like Hulk, where he is on foot, untill he calls for a wheel, so he can move around regular sized rooms.

that does sound pretty fun actually, allow him to charge into enemies with the wheel to flatten them cartoon-style
