Can't complete Act 2 of the Gala event even though all of the rewards have been completed

Then why I can't move to Act 3?

You have to complete all the Act 2 Missions and there's 3 parts. Once you complete one part, you have to wait until the next day before you can do the next part.

Forgot to add this but I completed them may 18th, so this is weird, or do i really have to log in at 9AM

If you completed all the missions on the list, not just unlock all the gifts, then reboot steam. But you must finish every mission on the list.

Yes uh, two days have passed since I completed them and I still can't get to act 3

No because i finished the event a while ago. But when i unlocked all the gifts, there were still like 3 missions left. After i did those, the final act unlocked the next day at refresh time.

Oh that's so dumb, there's 3 phases of missions for act 2. I thought the mission phases correlated to the acts.

Go to SEASON, MISSIONS, Last tab on bottom left (event missions), and you'll see:
Act 1 ---
Act 2 ---
-- Part 1
-- Part 2
-- Part 3
Act 3 ---

Alternatively, go to the event page, Act 2, Acquire X-Coins, Event Missions (Go), and you'll see:
-- Phase I
-- Phase II
-- Phase III

You may need to unlock all items on the phase 2 page as well but I'm not sure (after you acquire x-coins, click and hold on a card on that page to use 50 x-coins to unlock).

Pro tip: You can complete these missions way faster in Practice Vs.AI (which still counts).

Note: When it says the next set unlocks at 9am, it's 9am UTC timezone. So convert that to your local timezone, or go to Season, Missions, Event, and on the top left it should have an hour/minute/second countdown until the next part unlocks (if you completed everything to unlock the next part).

Note 2: Apparently you can still do some of Act 3 before it's unlocked. I clicked the + button next to "Current Tokens" and traded my x-coins for voting tokens and voted before the Act 3 missions were unlocked. I did finish Act 2 already, but I'm not sure if you have to or not.

They're going to be extending the event for 1 more week so you'll still have enough time.

You might have only done 1 or 2 parts of Act 2. They're time gated, so after you complete 1 part the next one opens up the following day.
