The issue is that many of the problem divers, like Spiderman and BP don't have solid counters in either the DPS or Tank roles. Namor sort of but not really. So it's not like the DPS or Tanks can even stop dive even if they wanted to. This falls on support to learn proper survival tactics alongside their other skills, and unfortunately most don't.
...or you implement a System, that prioritizes Skill over Engagement - then People would actually have to learn to play again, instead of being led with their zero Skill !!
Ultimately, this Cash cow-Cucumber is full of People with absolutely zero Skill...
It's a mix. I was an Invis Woman main but I'm learning C&D. If I get jumped, I ping the diver. I then stand in my own healing bubble, switch to Cloak, blind them, and disappear. Most divers leave at this point. However, if one sticks around, they can still kill me after my cloaking wears off. So if the diver is truly committed to getting that kill, the best I can do is buy my DPS/tanks about 5-6 extra seconds to peel for me.
I 100% agree with you that this game has no true anti-dive characters and they need to fix that. I'm hoping Ultron fills that role. It would be glorious and I would main him instantly.

To elaborate a bit on this, it's important to understand that many players who play dive characters don't actually know how to fight very well. They know how to STRIKE, and there is a huge difference. If you can mitigate and survive the initial strike, you generally have the upper hand because they rely on that quick kill for their own survivability. If they don't get it, you now have the advantage of sustainability, and you should press that advantage immediately and go on the offensive. If played properly, you will generally win that fight because they don't have the skills or resources for a prolonged engatement.
Do this enough times and most of them will swap off of dive because they know it won't work.
It's always the 0-7 Spiderman that is behind three buildings raging about heals.
It sucks we even have to talk about this. If you pick Duelist, you main job is damage. If you pick Vanguard, your main job is mitigation/tanking, and if you pick Strategist, even if you can CC or do some great damage, your main job is to heal your teammates.
If everyone learns one of each role, then everyone is set. Hopefully they learn more. Or start with learning two. However you choose, it will help your team.
