Restricted from matchmaking fake?

I have reported a specific player more than twice, I even got the mail twice that he got restricted from matchmaking yet I've had him on my team more than once. I know players can't have the same name so what's going on? Do they even ban players or is it just cosmetic? Unless the so called restriction is for a few minutes...
