That aside, his basic attack does hurt a lot for a support, especially if he has Luna Snow's tag-team bonus turning it into a slowing AOE blast. He should be using it to pressure enemy shields and finish targets of opportunity ("Oh, Hela left that support on the ledge at under 50HP!") if nobody needs immediate healing on his team.

he is self sufficient and his DPS is nothing to sniff at
his ult is also team fight winning if used correctly
You should never try to fill the niche of a Dagger, Luna, or Invisible Woman with a Jeff. Not every strategist is a dedicated healer. Personally I like Jeff when we have two healers on certain maps. The way he can switch to offensive and defensive so quickly is valuable when used in the right comp. Most players aren't going to know how to get that balance right, and there's nothing in his kit that marries the two sides.
The issue with Jeff is that he's way too binary in the current meta. Mantis is a strategist that fills the same role. She's incredibly aggressive, but she's rewarded with her aggression and precision with more heals unlike Jeff.
It always feels a bit weird focusing on damage because you're not getting anything back for doing that with heals, but if you focus on healing you're just doing way worse than a healing focused strategist.
And yeah there are certain Jeff players who never use their bubbles, but a lot of times I see DPS cry for a heal, when they're literally right next to a bubble.
It's worth noting though that DPS Jeff is still fairly bad and many other characters would still fill that slot better. It's just not as bad as healbot Jeff.
The character's only use is as a self sufficient dive (think iron fist), the pair up is very strong w/ luna or groot and the ult can sometimes be instant win. (its good vs invisible woman for example)

Still the people playing it love it. That just normal for hype. It had the monster hunter hype.
Palworld? People love it. 2m down to 50k in a few months. Completely normal hype drop off. It had hype by being a pokemon clone.
Marvel has some of the biggest hype on the planet so its gonna be a big deal. It had people who had never played games before or shooters before jumping into it. Your surprised most of those casuals are dropping off or trying the next big thing?
First they blamed matchmaking, then smurfing, and then balance, and then lack of role queue. Bad players always cope by finding something to blame or saying its all a hoax or rigged. A certain red hat political group in america JUST did that yesterday when they got caught leaking important documents. Immediately all the lies and cope came out about how its not their fault, or its a hoax, or it wasnt really important documents. What a joke.
