Just because it's faster than Venom's slow motion ultimate animation doesn't mean it's broken. On top of that, several heros can counter Jeff's ultimate with simple abilities. Any character with a shield ability can save themself, Star Lord can flip out of it with proper timing, Punisher's turret saves him, any character with a phase out ability can save themself, and Cloak can save everyone with his phase, just to name a few.
Focus on ult tracking and learning which characters can counter the ultimate. If you know when Jeff has his ultimate and can save yourself from being impacted by it, it becomes a lot weaker than you think.
