Balancing properly means keeping characters viable via changes, not nerfing into the ground so that no one uses them.
This didn't age well. Bucky is literally the biggest issue with the game at GM and above. Hitboxes on his gun are too big and every button he has is a hard CC. If this character doesn't get nerfed this game is dead. He is the Brigette of Rivals and the only people who disagree are losers in metal ranks who's opinions don't matter anyways.
