Rocket's ult can also be a large contribution in team fights, the damage boost is pretty large, and can mean that you out damage a healing ult.
Sure double healing ult can be great but so can a good Rocket ult or Jeff ult.
Rocket and Jeff can have pretty good damage when used correctly.
Newsflash: Rocket heal spamming does not heal more than throwing out 1-2 orbs at a time. The orbs don't stack. So doing damage inbetween is actually ideal for Rocket players.
For Jeff it's all situation based.
Rocket Ult is great to start teamfights with, Jeff ult can be great for point capture and there is even tech in some maps that will turn the ult in a surprise for the enemy team.

Every hero can work well in ranked, it just matters how they are being played.
Jeff has, hands down, the best ult for clearing the payload or objective at the end of the match/overtime. One player can clear up to six of the enemy, making sure in the vast majority of cases that anyone who survives getting consumed is immediately outnumbered by the rest of your team. He's also a surprisingly good diver, and I'm not just being punny there (though I am also being punny here). Swim behind enemy lines, pop up, cause chaos, drop a few heals -- works amazingly well in conjunction with actual divers.
