Shoot it until it dies. As a tank you can use shield to block his hook. Pay attention to his animations to not get grabbed. If he's ulting - just try to hide.
Invis can push him denying his next ult charge.

It's really easy if you aren't plat or below skill level

depends on the role, as a tank:- go thor or mag, as thor you can get away as he hook you in and as mag you can bubble yourself or others as he hooks or ults.

As a dps:- unsure, he is great against dive, but i feel like he lacks range, so you can get like a hela or a punisher to kill him fast.

As a supp:- go invis who can push him to avoid his hooks and rocket is quite mobile too. just use your ult as he ults so you can trade ults.

Give up, realise that he is highly favoured and advantaged in 1v1s and a lot of situations.

But otherwise just gang up on him really. He's an overloaded design that got buffed for some reason too. People are finally figuring it out, took a couple of months but hey ho, slowly but surely, he might get nerfed.

Bucky aims for DPS and Strategists who have poor positioning. The best way to counter him is to improve your positioning.

Also, when he ults, kill him and kill him fast if you are playing a Duelist. He has to aim up his hits in the air and becomes a practice range bot in that window. He also has a time limit on his ult recharge. If you can't kill him, get out of the way for ten seconds or he's going to ult "AGAIN!".

Miss shots? Lol.

Winter Soliders hit box has a 2 foot radius around the characters. You can shoot right over someone's head and land headshots. You have to be piss drunk to miss.

go bucky yourself. as a bucky main im always locked into a 1v1 with another bucky and dont help my team / forget about the enemy team.

or just leave if he really bothers you that much.

Take a peak at how K'sante impacted League even with "low winrate = bad lol xdd".

Hela will 2 tap him in the head from the backline. You even have a stun to make it easier if they get the jump on you. Hela is the real sniper in this game not Widow.

An exceptional Hela has the same skills as an exceptional Bucky (hit enemy target) and they kill in less, faster shots. WS will never be the biggest threat in this game, he's just the one that's in your face frustrating people close up, and therefore low skill players who need someone else to blame than themselves notice him more often.

All Hela does is headshot, she has no utility other than that, and the little stun. Obviously she will always be one of the biggest threats, because fundamentally she is the simplest and most effective. Bucky can hook in his enemies, and abduct them with his charge. If you're uncreative, obviously Hela is a better choice, but Hela struggles against Divers, unless hurr durr, she just headshots everyone, hurr durr. If you want just pure raw damage, Hela will always be better, but in terms of team cooperation, combos, and utility, Bucky has far far more in that regard. Quit the condescending ♥♥♥♥, and think maybe instead.

And i never said he is the biggest threat either, i used k'sante because winrate is just one metric to judge character strength, and if you consider the plethora of others, the state of the meta, what characters are most played, what characters are less effort for more value etc etc, then you realize winrate is just one stat, and you can go ahead and go ask some of the top players, who also stream, why balancing off of winrate is a dumb decision, go ahead. If you don't believe me, go ask the best players.

Even Google gives a decent answer.
