Black Panther and his Rend Ability

Last week I spent about 6 hours a day for 5 days just playing BP.
I noticed something confusing as someone who started playing him in 1.5.
When i use my Rend ability on a person whos tagged or even a group ill sometimes go right through them and get a hit marker yet My rend is on cool down and they still have the tag.
I'm sometimes so close to them i almost 100% doubt i missed and i go to set up another Rend and its on cooldown.
Is it suppose to give me the sound i hit someone? Am I Hitting anyone?
Is this just a thing about BP? and its not really explained?

Sorry for all the questions but i want to know if i'm doing something wrong.

It's a bug. I think he's been bugged since Season 0 for some things they just never fix it.

Yeah some of the characters are just bugged for people. Both Black Panther's and Magik's passives for me are bugged to ♥♥♥♥ and simply don't proc most of the time. Wolverine's feral leap would only work half the time, even when right up against enemies. A couple of other hero skills had issues for me but those were the three major ones I experienced since they effectively take away my ability to play them.

Damn.. that's sad because i want to get good with him but how am i supposed to learn the character when they're doing something its not suppose to or a important thing like Rend which can mean life or death for your 250 HP.

I really enjoy this game and know its still being polished but if they keep adding new characters and not fix the bugs with the old ones. idk it seems like its going to become a mess if each character has a bug lol
