The reason is because marriage requires consent of both parties. Fictional characters can't legally give consent, because they don't exist to give consent.
This, however, does not preclude anyone from holding a ceremony to claim they're married to a fictional character. (Do not attempt to hold a ceremony to claim an actual person is married to you, though. That can lead to civil charges, and potentially stolen identity charges if one finds a creative enough prosecutor.)
