Missing Gameusersettings.ini file

Even with a fresh reinstall, my game is completely missing that file.
C:\Users\hohen\AppData\Local\Marvel\Saved\Config
The windows file doesn't even exist for me.
Can someone paste their Gameusersettings.ini here? I can't find the full thing anywhere.
My game constantly crashes and I believe it's from the missing file.

From what I've read online they disabled mods of that file, so it's pretty normal to not have it.
