60-70 FPS at 4K on a 4090

I've seen it dip below 60 if there's a lot going on, such as if Strange uses a portal.

Unreal Engine 5 and its consequences have been a disaster for the human race.

Your settings or your setup is borked ... I have a 4080 super and it's pegged on Ultra at 120 (I lock the frame rate). Here are some settings that might help ...

Borderless Window
DLSS
Quality
DLSS Frame Gen
Limit FPS
120 (or the refresh of your monitor)
Global Illumination - SSGI High Quality
Screen Space Reflections
All "Ultra" except:

Shadow Detail: Low
Foliage Quality: Low
Effects Detail: High

See if that helps.

All of my settings are at ultra my friend, and I shouldn't have to lower them.

The only borked thing here is the suggestion that I lower them for this stylized-graphics game. I can play Space Marine 2 at 90 FPS at 4K. See my screenshots.

That being said, I will change the graphics to what you suggested, even though I shouldn't have to. Thanks.

Edit: After the suggested graphical changes, the game is around 170 fps.

You can't compare games using different engines as more optimized. Sadly its UE5 which has lots of issues in PC side due its main focus being consoles with its unified Vram system and such.
I have a 4090 with a 4k 240hz monitor. I play on Ultra settings with super quality dlss and I get 144-160 fps. Something is off

UE5, 160fps. Why would anyone go on the internet and lie? There isn't a GPU in the world that can blow through a game engine CPU bottle neck.

This game needs dx11 support. Easiest fix for the UE5 dx12 nightmare we live in.

Multiple videos with 4090 setups show around 100 FPS.

What do you get out of lying on the internet? Admittedly I must have had a lot of stuff in the background while playing the game.
Lamer get on my level 5090 TI.

Panjno made a guide on Youtube about optimizing the game as it's UE5, and a mess. Follow it and enjoy better performance, or don't and continue to whine on the forums about something easily fixed.

I'm on hardware grossly out of date compared to yours and I AVG 110FPS during combat.

What does hubris have to do with it? This is a stylized, cartoony game that doesn't look much better than Overwatch. I would probably get 200 fps on Overwatch. Why should I lower graphics?
who buys 4k for gaming? i mean cmon 4k has never been gaming ready even on top hardware, especially for competetive games like that, where fps matters
