Are some things based on client side fps?
I was watching a Supertf video and he seemed to have discovered that things fundamental to some heroes changed when he raised and lowered his fps. Wolverine's attack speed seems to be directly tied to client side frame rate for some reason. If you're running 90 or 120 fps Wolverine literally just attacks faster. Dr. Strange's shift seems to also affected by fps. The higher your fps the more horizontal movement you have during the initial jump of his flight ability. At 30-60 fps Strange jumps almost completely vertical, but at higher fps he gets a quite a bit of horizontal momentum letting you move much further horizontally than would be possible normally. Are there other things that change based on your fps?

I don't know what else is different, but I just optimized my settings for fps (I'm hitting 350-400 rn) and dr strange flies pretty fast now. granted everything looks blurry as heck though.

yes, strange jump is the most effected
things like beam weapons that tick damage over time are also effected by fps
