Quicksilver hero idea

I know the devs aren't going to see this and I know what I am about to say is 100% stupid but I want to get this out here. It's not some "pleaaase add this character pleaaase" post, I'm just sharing ideas of a new hero because I came up with a few things...

If they added Quicksilver to the game it would be broken, right? In the movies and comics he can run at lightning speed, unpreventable to the human eye, and can slow time down to a crawl to the point of saving everyone in a 3 floor building while an explosion is currently going on, which obviously wouldn't transition well to an online hero shooter. Well I have an idea how they could go about Quicksilver.

Quicksilver could run super fast, but it's tied to an energy meter and when you run out you run at a relatively slower pace. This ability would be tied to the second ability, or left shift.
And when you run into someone it damages them slightly, encouraging you to basically play pinball on many enemy players and running out before your HP pool drains
As for his main combat, he could be like Iron Fist but faster and less damage to compensate for his speedy punches.
His primary fire could be, as I stated, the fast punches. He'd basically punch very fast in bursts, with a low damage output to compensate for it.
Ability 1 could be a windup punch where he winds up his fist, then punches forward by about 2 or 4 feet, dealing knockback and mid range damage
Ability 3 could be a "bullet catch" or parry ability where you press it as you're getting shot and you send the bullets ricocheting back at the aggressor.
Either that, or he could have an AOE ability where he runs in circles forming a tornado that deals constant chip damage and also slows enemies.
And finally, his ultimate. His ultimate could be something simple like enhancing his running ability to go faster and deal more damage by running through enemies, or it could be around his "stopping time" gimmick but I'd have no clue how they'd translate it.
Quicksilver could be in the DPS/duelist category due to his potential hit and run playstyle.
I can't think of a good team up move for Quicksilver to give to someone, so let's say someone else can give him a move?
With the help of Loki's magic trickery, Quicksilver can leave mirages with his super speed that works like Loki's clones with a max of 3 clones. The entire purpose of these mirages is to get in the way of enemy fire, but not sure how annoying it'd be for anyone else.

And with that, that is my official pitch of Quicksilver. I'm no game designer or anything, I just wanted to give out a pitch because I thought it would be fun to think about.
