C- Rocket, Adam, and Jeff
Not to say Rocket, Adam, and Jeff are trash, they're just more situational. Have a bunch of bruisers in your face a lot? Then Rocket's ability to shred things up close becomes much more valuable. Ditto for Jeff on maps where he can utilize the map well. Adam can put out some serious dps if he's not being bullied. His lack of diver peel compared to mantis sleep is tough, though.
God no. Best burst healer in the game without popping ultimate. Nothing can sustain a tank as well as her left click+healing wall+healing grenade AoE. Also right up there with mantis for being able to stand toe to toe with divers. Drop your AoE healing on yourself then blind annd suck them off with cloak. Or just stealth and fly away with cloak if it's too hairy. He+She is great.
Rocket can heal, revive, give armor, has good DPS, dash, climb and is very small.
Rocket gave me so many MVPs and SVPs.
C&D is easy to play as well but Ultimate isn't as OP.
Mantis is great as well due to buffing team damage and placing hots on everyone, but requires skill to land her shots consistently.
Loki is very high skill floor and ceiling and his Ult gives him a lot of flexibility.
Rocket is awful at healing divers but great at buffing damage, especially Bucky (Winter Soldier)
Jeff is fairly easily countered but easy for new players to pick up and his Ult owns noobs.
C+D is right below Mantis and Luna in terms of power because those two are frankly kinda busted rn lol
Dagger is very good for team fights and brawls. Bubble Heal is quite strong, coupled with Heal Wall makes your team live those encounters. Her cloak getaway is very nice if you get caught out. As well the blind can help your team too.
Loki is great for brawl maps or tight chokes where he can pop down his little guys.
Luna imo is one of the weakest due to needing direct line of sight with her target to heal them outside of her E.
The four I listed don't.
C&D is especially amazing at healing flankers. The only one better is Mantis.
If you think C&D sucks you're playing them very poorly. You're probably ignoring half of her kit as well because "you're the healer." But guess what the fastest way to heal your team is? A dead enemy, they deal no damage.
Rocket is also amazing at cover fire. Throw some orbs, lay down some cover, throw some more, lay down some cover. Something poor little Luna has too choose between, healing or dealing damage.
I think the main issue with your list is you're stuck in that "i'm the healer, so I spam heals" mentality. It also sounds like your team never utilizes health packs so you're always stuck spam healing them.
S tier
Luna and Mantis. Both can do dmg and heal well. Both have clutch ulties that can save team in team fights and many offensive enemys ulties. Also Luna has stun freeze and Mantis has sleep which can do some important disables to enemy player.
A tier
Loki, have huge potential to carry team if you know how to play it, most can't play him well. Especially with Luna in your team you can do double Luna ultimate in a row and basically make your team unkillable for 24 sec if needed, which is huge.
D&C, great healing potential, can make enemies take 20% more dmg, Have Cloak ability that can make some clutch saves from ultimate like Jeff which prevent you and your allies to get swallowed. Has decent ultimate that basically gives same healing as Lunas ult does, but its only stationary on area and same time dmg enemies that on area too.
B tier
Rocket, it's not a bad hero but S tier and A tier character in most games bring more value your team. I have seen few great Rocket player who are really hard to get killed and they can make 40-50k healing. Beacon is great imo, because you can bring back team mate every 40 second, which can be crucial to any fight. Team up with Punisher and Winter Soldier gives them nice dmg boost. Struggle in dealing dmg a bit.
Adam, his ultimate can do some really nice come backs in team fights. Have quite nice burst healing and the team bonding ability can make clutch saves. Struggles a bit makeing healing constantly cause he lacks soft healing ability and it's not very mobile hero so positioning with him is crucial for survivability. One of strongest team-ups with Mantis and Starlord because he gives them extra life, just like himself.
C tier
Jeff
Yes everyone knows his ultimate that has great pontential for team wipe single handedly, which can be clutch for winning the game. Neverthless, he can make some solid healing, but overall fell below everyone else in almost every aspect. Has 2nd lowest winrate of all characters in the game. Only Black widow has lower winrate than Jeff has.
It's weird to single out Luna when most healers need LoS to effectively keep their team healed. Sometimes you can get away with bouncing heals around corners with rocket or dagger, and then there's mantis that only needs to see you for a second before going back to dps, but yea. LoS is important for most healers.
