Can you 'build' characters?

Is that really a thing? Cause I haven't seen anywhere you can build characters.

The items this guide mention are in League of Legends specifically. This site is likely a guide site for LoL and they expanded. It's not even accurate at all, it says he pairs well with Storm which is 100% a flatout lie: They have no synergy whatsoever. Then it also says he pairs well with Colossus and "high damage heroes like Deadpool." Colossus and Deadpool both are not in the game either. Neither is Cyclops, The only character he has synergy with is Hulk, and this team up is what makes Wolverine extremely scary to fight. Hulk is not mentioned ANYWHERE

It also lists abilities in QWER... Which is a format only possible in MoBA-like titles. Abilities are on stuff like left click, right click, Shift, control, that sort of thing. Something tells me they just ripped a guide off of a hero in LoL and just replaced the names with Marvel characters.
