i transfer game to ssd C: where windows installed and "99%" issue is gone.
before this it was still hanging at 99%

Your game has an issue with loading the game fast enough, that's what it is. I was getting that on my steam deck then I finally moved my game from SD Card to it's hard drive.

Still waits at 99% but nowhere nearly as long and the invisible characters pop in much sooner.
