Storm might need some slight buffs...
I'm a little of a Storm main with around 10 hours+ gameplay with her in casual and after all that playing with her and reading online about what other's think of her, i do not agree with changing her kit too much, i like her mostly like she is but she might need minor tweaks here and there to more often see play. I like to play Storm a bit chaotically, sometimes buff team and lay down some very low dps from distance but i buff my team damage, and sometimes i like to go help the vanguards and sometimes i like to go to the enemy backline and finish them off and its great that Storm exist that can fullfill multiple playstyles or battle conditions so here is some of my suggestions to enable more of that:

1: Like 19 out of 20 people seem to think she needs some buff to her speed and/or mobility, this is the prime issue with Storm and i agree, she's super slow most of the time and when she escapes, she isn't fast enough even short term, a character with movespeed Buffing ability doesn't feel right being this slow, especially a flying one, maybe a free flying mode would be nice? instead of flying like a helicopter (she is upright, vertical) she could fly like a jet sometimes? (she is flying with her head first, kinda like super man, horizontal) just for moving about, using abilities is disabled in this mode? But this is extra, i would be happy with just slight base movespeed buff, or self movespeed buff from her [Weather Control] (LSHIFT) ability

2a: Buff [Weather Control] ability sphere radius for tornade mode might be too small, i think having a larger sphere in that mode would make it more useful and feel more impactful while also enable Storm to fly higher or help allies from further away to help with movement speed at least.

2b: My suggested 2a Buff could increase [Wind Blade] (LMB) attack range by setting the new falloff range to start from the new increased sphere radius. It would solve two problems with one stroke, ie: The small radius of [Weather Control] and somewhat mitigate the extremely low dps at long range, make it slightly more rewarding for the effort. Why? because the damage at even what seems to be medium distance is extremely low for the effort, the falloff curve needs adjustment, 50% damage reduction might be fine, but that should be at an extreme distance, not a medium distance, maybe simply give storm 25 to 50% longer range? basically, or you could just make it easier to hit with [Wind Blade], a larger projectile? to keep her range the same as before.

3: Reduce the cooldown of [Goddess Boost] (E): Reduce it flatout and/or introduce a way to reduce it, ie: What if using [Goddess Boost] reduces or resets the CD of [Bolt Rush]? right now, i have to save [Bolt Rush] for when Storm is in Thunder Mode for maximum benefit, but the CD's are tricky when the CD of [Bolt Rush] is 8 seconds, the same as the 8s duration of [Goddess Boost], if Storm had a longer window of opportunity, she would feel better to play. Why? because i wanna cast [Goddess Boost] right away after spawning, and then again when i reach the objective or my team / enemy team, and also because i wanna cast at least one empowered [Rush Bolt] if i activate thunder mode.

4: Buff [Weather Control]: The switching speed for [Weather Control] is too slow, she feels clunky to use because of the long delay when switching modes and the fact that pressing the button for it doesn't queue it up in case Storm is busy doing something else. after using her ULT [Omega Hurricane] its pretty often unclear for me which mode she is currently in, this needs to be made more clear somehow, maybe it is because a lot of stuff is happening on the screen or just the fact that the enemies died and there is no allies around, the display for the mode is removed. I suggest make the visual indications on Storm herself and/or the UI more clear.

5: Buff [Wind Blade]: Make ammo infinite or make it so it automatically recharges over time or depending on other conditions, such as hitting with it, or being in [Goddess Boost] mode or specifically Tornado Mode, i think tornado mode could buff [Wind Blade] making it slighly more useful.

TL;DR: Storm is pretty good right now but she at minimum needs SLIGHT buffs here and there, 1st with speed and mobility, 2nd with buff & debuff range, 3rd with cooldowns, 4th with [Wind Blade] improvements, 5th with [Weather Control] mode switching speed and UI clarity for current weather mode.

There's no reason why she should be so useless.
She's slow, she's weak, she's squishy, her party buffs are unnoticeable.

Best way to play storm is use the E in lighting for kills. If you look at it lightning stance 5 hits kills but no way you're going to land that because aparently lightning which should have the highest projectile velocity actually has the lowest in this dumb game. If you're in wind stance it takes 6 hits so you might as well stay in wind stance. However when you E in lightning stance you get an initial proc of lightning damage plus timed sequential procs. If done right you can basically 2 shot someone.

The ideal way to play storm given her current setup is to hand back in wind stance and when your team makes a push you also push in staying slightly high in the air. Once enemies are in the buff radius, activate lightning stance and push E to get the initial hit plus sequential hits and maintain a close distance to them. If the push is failing you can toggle back to wind while E is still active and flee. It's not the best escape but it does work quite well.

What storm really needs is a projectile velocity buff simple, easy, logical but this would put her in a sniper category and people wouldn't play her in the push so this is most likely a no go. You want to play her in the push because you'll give your buff to your teammates.

The final conclusion as to what should be buffed is her ultimate ability. I feel like you play storm for the hurricane and getting that clutch multi-kill, only to be stopped by some stupid healing ultimate. Either reduce storms ultimate cooldown or make it so enemies inside the hurricane cannot activate ultimate abilities.
It's very strange that she is labeled as a Duelist when it's clear that she is a support character with a damage ult. Maybe give her speed aura some slow heals over time?

She either needs more speed or a larger radius to her auras, at minimum. Using her auras is clunky, her damage isn't incredible, and she's hitscan fodder for any competent team.

im a storm main. Im sure people probably seen me on rivals at some point either destroying with storm or suffering.

Storm doesnt need a single change. Her mobility is equivalent with other duelists, and in lightning phase, she is as slow as a tank. This design choice is appropriate because her passive is always ON.

Her passive makes her teammates better. Storm does not lack in damage because she increases the overall damage output of the team. Instead of treating storm as a single output, use storm as an OVERSEER.

Her damage is given to her teammates and it is ridiculously noticeable. Id share some hardcore facts about it but i am honestly disgusted by the hate storm gets so im going to keep you all guessing until you self explore that area.

Storm was never the problem. Its the people who give up when they see storm chosen as a character. Teammates will deliberately rig the loss and blame it on storm just to enforce their negative beliefs. They will go to the extent of choosing healer and never heal, choose tank and dive relentlessly without direction, choose duelist to break team composition and secure the loss.

Storm has no problems - just haters.

Storm is fine if anything she needs is a significant speed buff both in and out of combat. There is zero excuse why a flying character like her moves slower in the air than an Ironfist who can lock on you and obliterate you. Even with her E active Ironfist is still faster. That isnt even taking into consideration that Ironman has a massive speed boost he can use in combat and fire missiles while doing so. How this version of Storm made it into the game is beyond me.
