Probably just harder to use then other characters is all.
Essentially, a good wolverine against a tank feels playing against a good panther as a strategist or duelist. And in that sense he's fine. Though i guess you could adjust his damage, so maybe give him more flat damage and lower the % damage. But even then, i'd say that might be more of a nerf if anything, since as wolverine you should want to focus the tanks rather than squishes.
Even if he did more flat damage, playing as star lord against him is like a coughing baby trying to survive a nuclear warhead. Most likely, the same can be said for a lot of other characters, and even if you don't kill him, he can't kill you unless you're in a bad situation.
Also it would be more lore correct if he was a tank imho.
