There's one "legitimate" reason to leave (and the one most difficult to solve), as in = if you see you're getting rolled. Sure, you'll "ruin fun for 6 enemy players", but honestly = who wants to be a cannon fodder for someone else's amusement? We're people, not pinatas to farm.
So this brings it to the central issue of match-making. Only with good match-making can there ever be a hope for balanced systems that punish leavers. I agree = it's probably necessary that people don't leave, but hey = push people too hard and they will just quit playing the game completely.
In the end, overly punishing people while rubbing bad matches they get a steamroll into their faces is a terrible idea. Most people will quickly find something better to do with their time, so they leave. And when they leave = the player pool shrinks. And when it shrinks, less people queue, so it's harder to find balanced matches. And if those are harder to find = well, more people will be stuck in steamrolls.
You get the idea. Make sure match-making is done well first. And don't push too hard, there needs to be balance.
Unfortunately for you, if they had to cater to someone, they're more likely cater to the 11 who stayed and punish you instead. Not only because there are more of them then there are of you, and they'd rather keep majority happy instead of the individual, but also because you were the direct cause of the problem when you abandoned the match. It's YOUR fault that their game was ruined.
So it should be pretty obvious why your getting punished for leaving, and no, it being quickplay is not an excuse not to address problems. Saying that it's quickplay is nothing short of an excuse. If the problem is big enough, it must be addressed and fixed at the source of the problem. Which would be you, since you caused it.
If you actually had a good reason to leave, you'd most likely be gone during the length of the penalty and back after it goes away. Not just jumping back into a match immediately or gone for a mere 5 minutes and returning.
I believe the first instance is just 5 minutes. If you can't sit tight for that long then that's a you problem honestly. 5 minutes is nothing, you'll live...
Play against ai if you want to be able to quit
Let the holidays be over and the player numbers get normal. By that time many casuals will have left and hurting your casual player base Is always a bad choice.
I also want to say that I was never penalized in OW too because I mostly played Quick Play. The reason was because I hated the sweaty environment in ranked and the fear of getting a penalty if you just didn't like playing anymore.
So for the future people will ruin your game by standing AFK in lobby because they queued up and are now imprisoned.
I believe afking can lead to being punished as well. If not, you'll certainly be reported on enough that will lead towards being punished anyway. They literally have an option for "Throwing the match" in the reasoning you report someone.
As for people leaving the game. I'd rather lose the single individual who abandons then the 11 people that had their match ruined by the abandoner. This is why you cater to the majority, not the minority...
If you're getting rolled by a pre-made, why not just throw out the option, even with the nuclear statement "i'm leaving regardless, at least this way it's not a surprise"?
Playing as a solo strategist, watching my PUG (and then me) get wasted is no fun, but neither is getting pulled into a match in progress that's already a clear loss.
Better to bring it to an end, one way or the other.
OR you can leave early, possibly cause your team to lose. Or if you leave when losing, then your team REALLY can't win, and a rando joins a match mid-game where he is already losing.
Suck it up buttercup, don't make it much worse for others just because you're impatient.
Do you like joining losing games? No? Then don't make others join them.
The problem with concede / surrender a match is always the ego of many players.
