how do I equip a spray?

choose a hero, open "cosmetics" tab, open "sprays" tab, choose spray, click equip in lower right corner, choose position on the wheel

Cosmetics.

And you can't access it from the comm wheel, it's in its own quickmenu. Use the hotkey for it to bring up the spray menu in you want to use it.
