His ult is REALLY good cc technically, as it knocks everyone down. Its good at throwing at your enemies backlines as you keep sniping or for capturing objectives by initiating and knocking down whole teams if grouped up,
I was surprised how low lifespan the turrets have, but they would likely be a bit too strong if permanent. I do however find him way smoother, as I mentioned with Luna snow, which may become a problem when that team rotates. I am no Namor pro though so maybe I am wrong. but I do feel some heroes are balanced around their teams, and may need tweaks when/if teams rotates out.
His kit is also anti dive: octo on default does 34 per second, 2 out will do 68 and his bubble lasts 3 sec: by the time he comes out it'll deal 204 damage. People also forget the octo's can be stuck to anything, not just the ground.
Good aim is really rewarded on him: besides no falloff 140 HS, landing hits lowers octo CD and headshots make them enhanced like his right click (which btw also is 100 damage no falloff).
