Has spidermans ability to pull itself against an enemy by pressing E removed?

I couldnt find it on the patchnotes. can you not pull yourself to an enemy now?

They need to be affected by spider tracer first.
I did notice theres a small delay where it'll pull the enemy towards you instead if you press e too soon after landing right click.
