Because I went into the hero tab clicked on the hero their cosmetic tab to see if you could grab just the skin and that just links you to the bundle as well.
Edit: Yeah, the individual winter character bundles aren't in the Costumes tab, but are there if you happen to scroll down in the Featured tab. Still no ability to purchase costumes outside a character bundle.

BUT its skins overall... you dont have to buy a bundle, you can buy skins seperately and its your choice if you want to spend this amount of tokens.

Also there's a few skins that do already change visuals. For example, both non-recolor rocket skins change the BRB/ult visual and there's an unreleased Rocket skin from beta that further changes the orb visuals. I think there's a couple others that also change visuals but I can't remember which ones, and it shows that there are plans to have further skin depth, they just haven't pushed them yet so that players can be eased into learning the game.
