Report a translation problem
You can check if your computer has that by typing "dxdiag" in the Windows search bar and clicking the first result. Once the window opens (it takes a while) click the tab in the top row that says "Display". Once on that screen look in the Drivers section and check where it says "Featured Levels:". If the first number to the left of that is 12_1 or anything lower the game just won't work. The game requires DX12_2 (DirectX 12 Ultimate) to run which isn't mentioned in the error message for some reason.

A bit of a correction because it's GCN 3.0 (Rx 300 series, and only with custom driver) and Maxwell 2.0 (GTX900 on desktop) for the GPU requirements, Maxwell 1.0 is not supported at all, and older GCN isn't supported even with custom driver.
In this particular game, vast majority of users fail on the GPU since they think "comp game" = "runs on potato".
Few had old Windows 10 build and fewer still had old GPU driver, so literal years behind on driver and Windows updates.
In broader spectrum of UE5 games it is the following (ordered by frequency of appearance):
- Windows being too old
- GPU not being supported
- GPU driver being too old
with i7-4770k and that graphics card I can manage to get around 90-120 high frames and lows of 40 frames with the average on most maps around 60 to 75 frames.. in addition, the GPU does not look stressed so IMO the limiting factor in my case is CPU - and I wouldn't be surprised if someone can hit a stable 120 fps with a more recent processor, using a 13-15 years old GPU.
