Best DPS and best hero right now
She can 1 shot at headshot or 2 shot with most 250 HP heroes (healers and damage dealers)
Her Kit can shred tank HP and defences with
Her E stun is small AOE stun crowd control
Her Shift is easy escape against ganking meele heroes
Her ULT is the most broken part most damage ult in this game I think
its why she's perma banned in i think plat and above?

Basically, instead of trying to make the game perfectly balanced (Which is impossible), they rig the meta. Instead of letting the players experiment and figure out who's strong and who's not, NetEase simply tells us who to play by making a couple heroes way too strong to not pick (Hela/Hawkeye). Then, when the season is over, they shift those buffs to new characters, which forces the meta to shift.
Taking control of the meta, and arbitrarily changing it up at regular intervals, creates the illusion of balance. It makes it look like they're working, but in reality, they're just shuffling things around at random so that the players don't get bored, and it works.

Yeah, because they haven't done it yet. You don't understand what I'm trying to explain...
They aren't going to buff or nerf anyone, so there's no point in asking. They're just going to take that +20% damage increase and pass it around to make it LOOK like they're listening to the community and making balance changes.
They're creating problems so they can fix them later.
-- Luna ult is fine (at least while we have stuff like Psylocke or Starlord ults and their ilk)
-- Jeff ult is easily countered by positioning and it is his only gimmick making him worth considering
