It boils down to just changing the Global Illumination setting from anything Lumen to SSGI and use either TAAU or DLSS Native if you are getting crashes on TAAU.
You overpaid for RAM and aren't going to do anything with a 4060 that warrants 32GB. 16GB is still absolutely valid and I never have any issues while using WIn 11 Pro, with only 16GB.
If it wasn't a laptop you'd have the argument of future proofing, but it is so it's not like you're upgrading that GPU and the whole thing will be a pile of e-waste when the gpu or power supply eventually dies.

u didnt tell us on which settings u play, surely not on high with that gpu
on medium barely, or well on 1080p maybe, but 1080p isnt standard anymore
