yeah its broken af and should only be active when the teamup is active which it isnt

I get that it's to steer you into playing other chars from season to season....but season 0 shouldn't have bonuses. Save it for next season and buff the least played heroes.

doesnt matter really
there are much more broken team up bonuses such as warlock revival of half of the team.
also 5% more damage doesnt matter if you already shot them with +15% from usual team-up bonus.
So a lot of noise out of nothing.
