Strange FPS Cap

So, I began to play the game since everyone was raving about it so much, and for some reason, whenever I played, it was capped at 40 fps, even switiching to low, it still only capped at 60. (I did set the cap to 144 fps and it just still didnt work) I run a 2070 super on my laptop so it should be able to run 1080p 144 fps perfectly fine but it just decides to just not.
