Can you be permanently banned for disconnects?

I don't disconnect - but I'm curious on whether or not you can be permanently banned after a set time of disconnecting (like, if your internet fails you.) I know it goes, like, 15 minute for the first offense - but is there really a perma ban for this? If so, that's quite silly, in my opinion. I'm seeing a ton of people saying they're being disconnected from the game.

Right? If it's permanent, and after a set time and the number doesn't go away EVER, then they're really screwing themselves, in my opinion.
