Lattice currency steam overlay bug

i have went over so many guidelines on how to fix this issue. I uninstalled steam, turned off steam overlay on and off, restarted my game more than 100 times, restarted steam, and uninstalled the game. I tried just about everything to fix this issue and to this day still cant purchase lattice currency it just sits there loading when i try to purchase lattice. any tips or help would be appreciated.
