DON`T DISABLE CFG (Control Flow Guard) if having heavy stuttering issues
If you`re having heavy stuttering in the game, one of the suggested things to eliminate it is to disable CFG on windows, but that`s a security feature that helps protect code from being executed from an indirect source
Instead of disabling it for the entire system, just add the Marvels game as an exception

Go to: Settings > Update & Security > Windows Security > App & browser control > Exploit protection settings >

From here, instead of disabling Control Flow Guard on the 1st setting within "System settings", select "Program Settings", then " [+] Add program to customise" and then "Choose exact file path"

An explorer window will open, and you'll have to select where the game's executable is
In my case it's "C:\Program Files (x86)\Steam\steamapps\common\MarvelRivals\MarvelGame" , but it might vary to you if you installed it somewhere else, which you can check by clicking the gear icon on the game's library, then selecting "Manage > Browse local files", and then opening the "Marvel Game" folder, where the executable is, then just copy the adress on the top bar.

Always be safe :v

PS.: Another thing that can heavily reduce stuttering is setting "Super Resolution Sharpening" to "0" "Super Resolution Mode" to "Performance", I hope it helps

Only if someone specifically coded a virus to infect marvel rivals which is unlikely

This topic really needs higher visibility. After tons of conversations with friends and driver updates and whatnot, this was the thing that appears to have resolved my screen stutter issues. And unfortunately, it's something that very few people are aware of, which is why the conversations all revolve around driver updates.
I have this mouse stuttering with other games as well. I've read through Microsoft forums about the issue and couldn't figure out the problem. I even got a new mouse because I thought it was hardware related. I've seen similar mentions of CFG but was hesitant to disable the security feature. Thank you, I'll try this out. I also want to commend you for detailing how to add the program as an exception rather than disabling CFG entirely.
i personally would never disable this feature for any game that goes online.
even though the possibility of someone writing a buffer overflow attack to run code for this game specifically is low. It's not impossible and with how popular the game is and how many people are being told to turn this off, it's a pretty big concern that someone may do it.
