Some guy had an easy solution in his comment, just start by removing the season buffs from them until a better fix is implemented. There are alot of good corrective possibilities just sitting out in the open.
This point is too strong to be countered by simply "just do this" a casual argument and at other times possibly valid, but not in this situation.
But basically by if you give other players the set bonus you get a stats bonus like 15% more damage.
By getting close to hawkeye make him easier to hit you and he also has a reposition skill to buy some time to shoot you multiple shots before he gets kill and every shots has chance to oneshot.
Best way to balance this is to give him reverse damage falloff so he can't oneshot ppl close range.
